I presume you mean that they use what are known as “wash-out” toilet pans - like this:
It is said that these are popular in Germany because the Germans like to check on the “produce” before they flush it away. However, these pans are quite inefficient, because the force of the flush is dissipated in hitting the top level “shelf” and, as one designer put it “it subsequently gravitates through the trap in a most unselfish kind of way, taking little or nothing with it.” So it may be necessary to flush more than once. In Britain and the USA we usually use what is called a “washdown” toilet:
Though US models are often shaped to allow a much larger water surface, they are basically of the same form.
