My educated estimate is Summer 2005.

In trying to figure this out, I traced back to my first Facebook Group in August 2005, which I joined nearly immediately after Facebook launched to all colleges.

These Groups were clearly part of some of the earliest feature releases after the network became open to colleges outside of Harvard.
