Stalin killed a lot more people, but mainly because he had access to a lot more people. Stalin was ruthless and didn’t mind killing anyone who got in his way, but killing was a means to an end, and his ends were at least intended to benefit his country. For Pol Pot, killing was an end in itself. It’s the difference between a gangster and a serial killer.
