In the MCU it’s safe to say yes Odin was as powerful as the Celestials.

I have a theory that there are three types of Celestials, there’s the average, beyond average and then Arishem.

Odin should be more powerful than average Celestials as they can create stars with two hands,

And Odin can casually create 11 stars with a tap of his spear,

and in a cannon tie in comics does the same but he creates even more stars,

So Odin should be more powerful than an average Celestial.

Then there are the beyond average who can create galaxies, Odin scales above Hela who is Solar System Level,

He also scales higher than Pre-Awakend Thor who could shrug off attacks and even fight Malekith who was empowered by the universal reality stone,

So Odin can be scaled to multi-galaxy level if not low-universal.

So the only real Celestial which can challenge him is Arishem,

Arishem is universal as he created and caused the Big Bang.

I think Arishem is more powerful than Odin as he created the Big Bang with ease and it took time for Thor to beat Malekith and even then he didn’t beat him he only separated him from the stone so it’s hard to say if Odin could do the same or actually overpower Malekith.

So I would say Odin is a over every Celestial exempt Arishem.
