I would rather suggest to give a chance to students or folks in your locality who are finding some stage to perform on.

Believe me they will give their 10000% as it's for themselves too !!!!! And not just money that matters!!!. That's where your job of finding a descent and dedicated band comes in. Spread a word and see who are ready to do anything to perform at your place. Some hard working band would get publicity. Their job done. Your hunt for a local latin band also ends + affordable rates (only if they realise that it's a golden opportunity to become famous).

There are, although the ones I know of seem to be kind of ad hoc. In 2007, there was a CD called Est hora, which contains Finnish rock and tango music in Latin, but I think there was no established band behind it, but it was rather the project of some junior college (in Finnish lukio) where they study Latin.
