Plumbing is part of the infrastructure in a bathroom and kitchen. If the renovation consists of just replacing fixtures with ones of a similar kind, there is [probably] no need to change the plumbing. However, if you are relocating fixtures or adding/radically changing fixtures than plumbing renovation will be required.

I moved the bathtub from one end of the room to the opposite end, installed a washer/dryer where the bathtub was, moved the toilet from one side to the other, and moved the sink a few feet to the left. This required quite a bit of plumbing work, essentially replacing everything.
On the other hand, when we renovated the kitchen a few years ago, again a complete gutting down to the studs, the only thing I relocated was the refrigerator. The only plumbing work I had to do was extend the 1/4″ poly water line to the icemaker on the refrigerator.
