To answer this question, we’d first have to define what Gear Tenth actually is.

Unlike with the continuously ascending Super Saiyan transformations from Dragon Ball that just give Goku and the others access to more and more power and basically work the exact same way as the one before it, Luffy’s Gear abilities are creative applications of his unique Devil Fruit powers.

Gear Second works by compressing Luffy’s blood vessels to increase blood flow, thereby enhancing his strength and speed at the cost of stamina.

Gear Third works by inflating Luffy’s bones to monstrous sizes, increasing his destructive power at the cost of mobility.

Gear Fourth seems to combine the two concepts of the previous Gears, inflation and compression, applies them to his muscles rather than his blood vessels or bones, and empowers the whole thing with Busoshoku Haki, to explosively increase offense, defense, and speed, at the severe detriment of stamina.

There’s absolutely no way to predict what a Gear Fifth would take the form of, much less a Gear Tenth.

You must be trolling at this point… Luffy’s best feat at the moment is when he defeated Kaido. A suppressed Kaido that was able to do this:

No, he can’t. The power scaling in both verses is vastly different: one verse has gone from building to moon to planetary to solar system to low multiversal. The other verse has gone from building level to multi continental, with star level at maximum high balls using Vs Battle wiki calcs. There’s really no comparison between them.

Goku wins this. As much as I love luffy more, Goku has just shown far more power and far better feats. Luffy at best as of right now is MultiContinental to Moon Level. Goku has been above that level since saiyan saga. Luffy likely will reach higher levels but it won't be anything close to where Goku is right now. So Goku Destroys.

That is unless it's composite luffy from the games like Jump Force, J Stars Victory, or the One Piece x DBZ x Toriko special, but most of the time composite versions of characters aren't discussed very often.

No. Goku is simply so ridiculously beyond the power of Luffy that Luffy will never catch up to him. It's like comparing the power of a dustmite to a supernova, they are in two completely different leagues.

One Piece as a story is at least a reasonable distance beyond the half-way point. So far the top-tier characters in the story have topped out at island levels of destructive power. Over nearly 1000 manga chapters characters like Luffy have only achieved island levels of destructive power (with a bit of high-balling, actually). Goku, on the other hand, had achieved planetary levels of destructive ability by the end of the first arc of DBZ, universal levels of destructive ability by the end of the first arc of DB Super, and has grown thousands of times stronger since. The power progression between these two series is fundamentally different, Dragon Ball escalates the powers of its characters at insane rates that dwarf the escalation in One Piece. Even if One Piece were to suddenly ramp up its power escalation massively (which it shouldn't do), they would have to increase the power of the main characters trillions of times over to even reach planetary levels of destructive power and compete with early DBZ characters. This is an absurd escalation that will NOT happen, at least assuming Oda has any writing sense (which he clearly does).

All that being said, we shouldn't want Luffy to become as powerful as Goku. The power system and power escalation that Oda has set up for One Piece already works well for the series, it is not something that should be changed in such an insane way. Just because Goku is more powerful and Luffy is far weaker doesn't make either of them inherently better or worse characters than the other. Power does not make a great character, good writing and story-crafting make a good character. Luffy's charcter is good at the power he is at, he'll certainly become stronger in the future but there is no legitimate reason to make him millions or quintillions of times stronger. That would be poor storytelling. One Piece is a story that would not function well if it had characters who could casually blow up planets with their punches.

He just became massively stronger and doesn’t know how to use his powers exactly. He is trying out a bit and the fruit somehow makes him laughing more. The fruit just enables him to fight „freely“ and influence his surroundings. It’s basically a mix of awakened Zoan and awakened Paramecia.

Zoan awakening influences you (by having way more regeneration, power, wider range of abilites and the complete shaping of your body proportions) and Paramecia is influencing others (by turning your surroundings into rubber and enhancing rubber properties in general).

Let's assume they're all on Earth, stopping Goku from simply destroying the planet. Each at their top strength and highest transformation.

I see it as a game of speed at this point, Luffy can probably take a few hits but in this regard he's out of the battle before it begins because he can't keep up with either of the other combatants.

Naruto would be fast enough to dodge most of Gokus attacks in every transformation south of UI, once goku went UI Naruto would be completely overwhelmed but let's assume UI is off the table for some reason.

All Goku needs is a single landed attack and Naruto is finished, this man sends people into the sun with his attacks and routinely fights gods and otherworldly planet destroyers. So while Naruto may be able to dodge and get a few hits off I doubt he'd have the power to damage Goku even if he stood still

If it were someone like Naruto or Natsu to a degree, I wouldn’t be as confident in saying that, since most of the dangers in the One Piece world is traveling around the world, learning how to get to where you need to go and the many dangers you could encounter on the way. The issue is…Goku can quite easily get around these dangers. Here are some of the factors that enable him to easily survive this world.

#1: FLIGHT

Goku being able to fly at incredible speeds is a major factor in his survival of this world. The only real way to get around for One Piece characters is by boat (unless you’re crazy like Aokiji and you decide to take a bicycle). This leaves you vulnerable to many different dangers of the vast One Piece oceans. Sea Kings, ridiculous weather (raining lightning, hail the size of meteors), enemy pirates etc etc.

But since Goku can fly…He can avoid any of these dangers. Whether it be on the Flying Nimbus, or just flying around on his own. It’d be no issue for him to go from island to island.

#2: INSTANT TRANSMISSION

Much like flight, this would enable Goku to travel anywhere he likes and avoid all the dangers of the One Piece oceans. The only issue with this is that he needs to focus on someone’s ki. Sensing someone’s ki wouldn’t necessarily be the problem…But who he’s locked onto would be.

Generally, when he uses instant transmission, he knows who he’s locking onto because he knows what his friends and foes’ energies feel like when sensing them. However, he wouldn’t know anyone in this verse (unless we count the crossover between DBZ, One Piece and Toriko lol). So he’d just be guessing that someone would be on an island somewhere in a safe location for him to teleport to, even though they could be anywhere!

Not that it would matter much where he goes, due to the next point…

#3: STRONGEST IN THE WORLD

Goku would easily be the strongest person—No, thing in the One Piece world, no question. It really wouldn’t matter where he appeared because, save for some hax, there’s not much that the verse could do to Goku that would pose much of a danger. So in short…

GOKU COULD EASILY SURVIVE IN THE ONE PIECE WORLD

He has all the stats and powers he needs to casually live in this world. He’s easily the strongest thing in the world, and he can casually avoid any and all dangers of the One Piece oceans when traveling between islands, not that they pose much of a threat to begin with.

That has nothing to do with the strength of these punches, just the way they work. Now of course Goku scales massively higher than Luffy in any regards. We’re talking here about a universal+ character punching a multi continental - planetary character at best. The difference is so massive that Goku could wipe out Luffy just by charging up his Ki.

However the question was about normal punches, so blunt force.

In this case he is pretty much immune to it. Keep in mind we’re talking here about blunt force. It’s not the same as all physical attacks. As some people don’t seem to get the difference.

A physical attack is the overall summary of all kinds of attacks being done to the physical body. This includes cutting (from swords for example), shockwave & impact attacks etc.

The physical attack from Moria above is purely blunt force which is why it had no effect on Luffy.

Someone like Lucci for example can damage him, because he used a sort of shockwave to bypass Luffy‘s rubber. It’s still a physical attack, but no blunt force.

Now I hope I made it clear, but to answer the question, yes Luffy can Tank Goku’s normal punches as long as they’re pure blunt force. If Goku wants to, he can put some shockwaves into his punches and thus indeed damage Luffy.
