Edit: Since Eric mentioned it in his book, I suppose I can give you the gist of it.
Urs is a super nice, super smart guy who is juggling 100s of projects at any given point in time. Many people need to communicate with Urs in some way. Being that he is a data-driven engineer, and a very precise Swiss gentleman, the manual lists some ways to present things to this very busy man and not be offended if he seems brusk in getting to the information he needs. Also, it mentions how to pronounce his name.
I've been lucky enough to chat with him a few times. He's a really cool guy. But very very busy.
