To be clear, let me slightly rephrase the question

Do bacteria, viruses and insects reincarnate the way humans do, as per Hinduism or Buddhism?

Anything that is live, i.e. has a soul, incarnates as per Hinduism. That probably excludes virus since it is not live till it attaches itself to a live cell.

Anything that has mind incarnates as per Buddhism. If whatever you have listed has mind - however primitive it is - they reincarnate. Actually, there is nothing that actually reincarnates, but it is only the chain of minds that ends in one place, only to continue in another place.

Before you ask further, these philosophies are addressed to only humans ;-)
