Douglas Morrow’s answer below is likely the most accurate of the bunch here, but if you’re stuck in a boot loop on your laptop you won’t be able to follow his instructions. You’ll need to interrupt the boot to get into safe mode, then delete the contents of the software distribution/download folder. Since you’ll be in safe mode, you won’t need to stop Windows Updates with the wuauserv command, etc. Actually, it’s a bit of a different process that he outlined, but it was the right idea.
