Cleaning the fan will not help - it is the bearings. Most fans have cheap sleeve bearings and they wear out after a time.
There is no solution other than to replace the fan. Fans are generally pretty cheap and not that difficult to replace. I do not recommend trying it yourself, but if you take it somewhere they should not charge too much because it is pretty easy to do.
The biggest problem is finding the part.
