Then there are lots of mid-level people, who, say, copyedit and may write some things. There could be managing editors, editors in chief, city desk editors, section editors, etc.

Though, per your query, I’d say a typical ratio is 1:3, with some freelance writers added to that mix. A financially better ratio would be 1:10, in my opinion, as editors tend to command the higher salaries.
