Short answer is NO. If you are a foreigner that wants to live in Thailand permanently, the best you can do is get a residence permit. It takes years and years. Requires some reading, writing, and speaking of the Thai language. Also you must show a contribution to the Thai economy from a business, or paying taxes or some other means. Even if you get it finally, you still have to renew it yearly at Immigration. That is the legal way to get permanent residence. Of course there are other ways, but they require under the table transfer of funds to certain officials. You will never have citizenship if you were not born in Thailand.
