I once had a neighbor who occasionally baked cookies. If you were new to the neighborhood, he would bring some by to welcome you and your family.

As we got to know him and the other neighbors, we learned that when he made cookies, he’d ‘borrow’ all of the ingredients. He’d go to one house and ask for flour. He’d go to another house and ask for sugar, and another for butter, etc. until he had all of the ingredients. Essentially, the cookies were free to him.

He would also walk up to the local fast food establishment and grab ketchup packets and refill his ketchup bottle with them.

Nice guy, but cheap. And he knew he was cheap.
