Excel only adds quotation marks to those cells that contain commas. If you were to remove those quotation marks you wouldn’t be able to distinguish between a comma inside a cell and a comma between two cells.
Instead, it may be more useful to save the file as tab-delimited text. That uses tab characters instead of commas and doesn't need the quotation marks.
