Technically, probably not. To me it is distasteful and immoral, but not illegal in and of itself. The sexualization of prepubescent girls is controversial. At some point, as a society, decisions have to be made about such subjects without legislating morality. My personal belief is that any truly evolved society will choose to protect children from the sexual victimization which lolicon promotes. Again, there is a fine line between fantasy and deviance. I can think of no societal benefit to lolicon. It simply goes beyond the pale. In fact, the lolicon issue is reminiscent of NAMBLA, and the causes it embraced.

I struggle to give you an objective answer. As the father of a beautiful daughter, my personal distaste prevents me from being unbiased. I spent far too much time putting sexual offenders who molested or raped children in prison to see any validation to this concept.
