You can go the white hat way and start reaching out to people by creating a well written & researched piece of content and trying to get a guest post position, making sure that the link that you put in there is "dofollow". With this technique, you can control the anchor text (which means you can literally target any keyword because Google's spiders will look at that anchor text and relate it to the page you are linking to). This takes a long time and will require hours of work for small wins.
You can also go the black hat way and buy links. What you'll notice when you reach out to bloggers is that they will usually charge for a guest post or sponsored link. This is technically a black hat (well, any link building is technically black hat), but this technique still requires you to have some sort of budget.
You can also build a PBN yourself, but this would again require you to know what you're doing, but will also allow the flexibility of having full control of your links in case something goes wrong.
One thing that I fell into when I first started SEO is that content is king and that only having good content is what will help you rank. That is 100% not true. Having good content is only 1/2 of the puzzle, the other half is having good backlinks to make your content visible.
