This was done solely by Constantine’s political maneuvers and the use of his power. First of all, he invited the participants of the Nicaea council into his home and it was clear who was pulling the strings.

His first maneuver was to make the vote on an unspecific wording of the creed. At this stage only three bishops did not want to sign the agreement, thus making it look like a great victory with a large majority backing it.

Then came the sleight of hand. By not clearly stating what ‘homousios’ meant, the bishops were okay with the creed, but then Constantine declared that homousios meant God and Jesus are identical in person.

If there had been a revote with this meaning, the outcome would not have been the same. But this is how politics work. Constantine banned the three dissenting votes from future councils, and then anyone else who raised their voices afterwards.

Constantine was the mastermind behind the trinity dogma and the paganism that followed it. It was not the Alexandrian scholars, but they were complicit in allowing Constantine to get away with his maneuvering.
