Your a bit late to the game, for the last decade there was a thriving market that basically goes this way..

1. a bunch of Africans (mostly from Nigeria, but also others.) moved to Guangzhou (and also Yiwu) two hub of various merchandise in China, and talk to the various suppliers. and also see if their factory / inventories to actually see the stuff delivered.
2. These Africans have relatives / friends back home who’s importing.

This model is in a bit of flux recently because GuangZhou especially, where most of the Africans were, is being cracked down as many of the Africans overstayed their visas (should be noted that China don’t have great immigration laws that facilitate people that’s not officially employed or in school in China. ) the crack down is mostly spurred from irrational fears of large number of black people in general.

That part is problematic and I hope the Chinese government can find more logical ways to deal with immigrant / foreigners staying in China for awhile as that’s increasingly going to be a thing but that’s not super relevant to the topic.

Currently a lot of those connections are already established and with Africa now much more web connected (largely thanks to Chinese companies, it should be noted.) you really should just try to do it through internet. if your concerned try to find a contact of Africans in the local areas. especially if your Nigeria or from say.. Kenya. you should probably be able to find a relative of a friend / relative etc still in Guangzhou or YiWu and contact in person, or if the transaction is really that large you could fly to China .

( and if you feel one container of cheap stuff or a trip to China for a few days is beyond your means you probably should hold off this enterprise for now. )

I would try to structure the payment based on actual progress, like you pay 20% down and then the rest when you can confirm the goods is actually ready and can ship.

Depending on what type of fabric (and the intended market) you want to import into China, some of your Chinese clients may need samples to pass a GB testing protocol. This variant of the test will determine the actual composition of the fabric and if it passes Chinese regulations for public use/sales.

Now, all you need is an invoice and packing list (some Chinese Customs may require a sales contract) - for reduced import taxes (if China has an FTA with the country the fabrics are manufactured) you should provide a Certificate of Origin (CO).

Please make sure your Chinese client has all of the necessary business licenses to import fabrics and double check you incoterms on the sales contract.
