In this regard, Railways has worked tirelessly to create an environment that is safe and secure for all female passengers not only in coaches but all across the entire network. Let me share with you what is being done by Railways in this regard.
1. Friends, 2018 was declared the ‘Year of Women Passenger Security’. As a result we have implemented a comprehensive plan to further enhance safety across the network
2. This plan includes the installation of CCTV cameras in all coaches and stations
3. I strongly believe that in order to empower women you need to give power to women, and therefore, during the year 2018-19 approximately 4,500 women are being recruited in the Railway Police Force in various roles
4. Railways has also formed special lady squads for increased surveillance and security. The squads ‘Bhairavi’, ‘Virangana’, and ‘Shakti’ will add another dimension to safety
5. Detection of crime against women has also been improved, with 547 individuals being handed over to the Government Railway Police since 2014
6. Railways is also utilising technology to improve safety and security. Western Railways currently runs a special Whatsapp Group called ‘Sakhi’ where issues related to women safety can be raised. The women security app ‘Eye Watch’ is also being widely used
7. Combined reservation quota for pregnant women and those over 45 years of age has been increased ensuring they are always comfortable during their travels. Now women are allotted upto 33% more lower berths.
8. We have also conducted workshops for gender sensitization, organised awareness rallies, and set up women help desks at major stations such as Mumbai Central and Bandra Terminus.
As Nation we are transitioning from women development to women led development, and the role women have in our society is more important than ever. Therefore I urge everyone to help us in ensuring our mothers, daughters, and sisters are safe and secure.

Within 4 minutes I got a reply from the Rail Ministry India and they asked my mobile number to register a complaint.

After that at Kota jn, the RPF made many of them to deboard the train and I got the message that my complaint has been closed.
Some officials also came to me in the morning for enquiry and asked for some general imformation.
I am quite satisfied with the efforts of Indian railways in the direction of passenger's safety. Also imagine I tweeted at 2:38 midnight. Please my grammatical mistakes.

We received the SMS.
We lodged the complaint at 5:51 and at 6:04 the TTE came and asked the seat numbers of ours and he asked did you lodged the complaint we said Yes. You dint solve the complaint of us. He was getting call one by one from his higher officers. Then he vacated them. TTE statement was “You guys travel for one day I have to travel daily they will kill me”. That’s why at first I dint say anything.
After that everyone in the coach were looking at us like this 😳.
This issue was solved while the train was running.

The outcome of the review brought forth a number of immediate measures that must be taken to address key issues such as Unmanned Level Crossing and Derailments. Here’s how the Government is working towards the welfare and security of every commuter.
TRACK SAFETY
Track safety is the number one pri
Safety of all passengers in Indian Railways is an issue of the utmost importance for Government. Therefore, we have made safety the number one priority. During the first few weeks in office there has been a comprehensive review of safety undertaken to understand the short comings of the Indian railways. The outcome of the review brought forth a number of immediate measures that must be taken to address key issues such as Unmanned Level Crossing and Derailments. Here’s how the Government is working towards the welfare and security of every commuter.
TRACK SAFETY
Track safety is the number one priority for The Railways. Some of the issues related to unmanned level crossings have been addressed for a safer commute are -
- 34% of all accidents in 2016-17 were a result of unmanned level crossings
- Using transformative mantra of “Speed, Skill and Scale” the target to eliminate these been expedited from the earlier one of 2019
- Overriding priority for granting maintenance blocks. Blocks in September are up by 13% compared to last year
- Track replacement/renewal to be accorded the highest priority
- The Ministry will procure seven lakh tonne of rail, from open market to meet the shortfall of rail for new lines, gauge conversion and doubling
Another major safety issue hampering the growth of the Indian railways is derailments, due to defects in tracks along with other issues.
- Derailments are attributed to a number of factors including engineering mistakes, carriage/wagon defects and staff error
- It has therefore been the ministry’s priority to focus on track replacement/renewal
- The construction of new tracks should be diverted to places/stretches which are prone to accidents and where replacement is due
Another priority for the Ministry is the procurement of new rails on a large scale with a target to complete all new lines on time. This is vital to improving safety as older tracks must be phased out to prevent derailments and improve efficiency.
HIGHEST PASSENGER PRIORITY WITH LHB COACHES
It is also decided that the manufacturing of conventional ICF design coaches should be stopped & new design LHB coaches only should be manufactured. ICF coaches have been in service for around 50 years now and are considered to be outdated.
TRANSFORMING THROUGH TECHNOLOGY
The Government is investing in technology to make sure that the way people commute changes and become more comfortable and safer. Following are some steps we have taken -
- Ramping up electronic interlock of signals in place of manual interlocking
- Within few months, CCTV cameras will be installed in all suburban trains in Mumbai with monitoring mechanism. This shall be done in parallel across India as well.
EFFICIENCY IN RAILWAYS
We, at Ministry of Railways, believe that employee efficiency leads to comfortable and safer journey of the commuters. Keeping the same in mind we have made the following changes in the way our employees work.
- Five-member committee of senior officials of Railways to improve safety of staff and workers working on railway work-sites mainly tracks
- Report of Mumbai suburban audit covering each suburban station received. Key recommendations include Provision of new FOBs (Foot Over Bridges) and widening/replacement of existing FOBs, escalators, additional entry/exit points of landings etc. Zonal railways preparing action plans
- Fresh time table, which will have specific blocks of maintenance, to be prepared and launched soon. Efficiency gained from this initiative will improve the speed and safety.
EMPLOYEE EMPOWERMENT
Empowerment of GMs, DRMs and field officials of Indian Railways will lead to fast track decision making, execution and overall working of Railways. Here are some steps we have taken towards steady and systematic transformation of Railways.
- Delegation of unlimited financial and administrational powers for safety to field unit GMs of zones for next 18 months
- Posts of Additional Divisional Railway Managers being increased in all the railway division offices for improving operational efficiency.
- 200 officers to be relocated from Head Quarters as in field to strengthen ground operations and project implementation.
- Tremendous stress on field inspections by officers
- Staff being used in residences of officers etc. has been reposted to departments including track safety. About 8,000 such staff has already rejoined their posts
Along with all the other decisions following are some other steps taken for passenger safety -
- Treat platforms and pathways on platform as safety items with no budget restriction
- Pre-painted rails to reduce rusting of rails while saving Rs. 1,500 crores
- Additional escalators at all high use stations across India
Lastly, Indian Railways have striven to establish a ‘zero accident’ railway system, and it has significantly brought down the number of fatalities under this Government. However, every life is precious and each life lost is one too many.
We believe that this is just the beginning in changing the mind set regarding safety. It is and will always be our priority, and we are fully committed to making your journey safe and comfortable.

A female passenger was travelling from Anand Vihar Terminal to Raxaul on berth number 11 in B-1 coach of Sadbhavna Express (train number 14018). She felt uncomfortable during this traveling.
The railway app sent the message to the TC office at Chhapra railway station through the control room. The TC present there, Pratima Kumari, without any hesitation, understood the need of the female passenger and sent her colleague to the market to get sanitary pads.
She was trying to contact the railways for assistance. When the problem intensified as the train approached Ballia, she demanded sanitary pads

The railway app sent the message to the TC office at Chhapra railway station through the control room. The TC present there, Pratima Kumari, without any hesitation, understood the need of the female passenger and sent her colleague to the market to get sanitary pads.
She was trying to contact the railways for assistance. When the problem intensified as the train approached Ballia, she demanded sanitary pads using the Rail Madad app. The railway app routed the message to the TC office at Chhapra train station via the control room. Pratima Kumari, the TC present, immediately recognized the female passenger's need and sent a colleague to the store to obtain sanitary pads
When the train reached Chhapra junction, Pratima Kumari herself went to platform number three and made the pad available on the seat of the female passenger and also enquired about her well-being.
The woman not only thanked the railway for this help, but also paid the price of the pads.

Guidelines also advise Zonal Railways and Production Units that acting proactively they may implement various other mechanisms to ensure safety of women depending upon local conditions and circumstances.
Preventive measures to be adopted:
- Proper lighting arrangements should be ensured covering all vulnerable places identified in Railway Stations, Circulating area, Parking, FOBs, approach roads, ends of platforms, Yards, Washing lines, DEMU / EMU Car sheds, Saloon Sidings, Maintenance depots, etc.
- Abandoned structures in platforms/yards, abandoned quarters, buildings at isolated places which remain unguarded/ unattended should be demolished immediately in consultation with engineering department. Till such time that they are demolished, they should be regularly checked as part of the beat of on duty staff especially during night time or period when the presence of people is minimal.
- Unauthorized entries/ exits should be closed.
- Yards / pits/ nearby railway area of stations must be kept clean of unwanted vegetation which may provide cover for concealment. View cutters such as these may offer opportunity to offenders to commit crime.
- Waiting rooms should not remain unattended and persons should be allowed to enter the waiting rooms after proper entry, particularly in nights and at times when there is minimum presence of passengers. It should be cross checked by the duty officer at odd hours.

Now I have a problem with the smell as it's very suffocating so I asked them to stop smoking in the compartment. To this, they started jeering in their language and made vulgar gestures with their fingers. It was a solo traveller’s nightmare. I turned away but these men kept taunting me in their broken english saying how they'll do certain things to me. I was scared out of my wits.
I dialled 139 on my phone and and, after a entering a few numbers and my PNR, was connected to an operator at the call center. I explained him my situation. From that point onwards till my complaint was forwarded to the Tenali RPF division, this man stayed on the phone with me constantly providing with the reassurance and support that I required. When those passengers passively enquired whether I was sleeping or not, I was on the verge of tears while on the phone with that operator and he asked me to hold myself together as Tenali was only fifteen kilometres and it'll be taken care of as soon as the train stops there. The call went on for fifteen minutes before it was shifted to Tenali RPF where I narrated my situation again and they assured that help was on the way. At the station a lady RPF personnel came by the window to talk to me. I pointed the two men to her and she berated them in her tongue, so much that people of the adjacent cabins were awakened by her voice. She told me that the TTE will arrive shortly and I should inform him as he'll collect the fine, for the committing the offense, from them. The TTE did come after half an hour but I didn't tell him anything because I was exhausted by then and didn't want another drama. Thankfully nothing happened for the rest of the night, I guess the lady personnel sent her message strong and clear.
So, this was my story. I haven't stopped traveling with the Indian Railways because the train journeys are fun and the railway service staff always ensured me a comfortable and safe journey.

The Booking Clerk then called me and tried to clear himself how 480 rupees were not cleared due to haste and apologized for the inconvenience stating i got confused with money. He then on being insisted by the complain department transferred money at the same time to my account.

- Surveillance is kept through CCTV cameras to ensure safety and security of passengers. At present, CCTV cameras are provided at 436 stations over Indian Railways.
- Security Help Line number 182 is operational over Indian Railways for round the clock security related assistance to passengers in distress. It is being upgraded.
- An Integrated Security System (ISS) consisting of surveillance of vulnerable stations through Close Circuit Television Camera Network, Access Control etc. has been sanctioned to improve surveillance mechanism over 202 Railway stations.
- Frequent announcements are made through Public Address System to educate passengers to take precautions against theft, snatching, drugging etc.
- Through various social media platforms viz. Twitter, Facebook etc., Railways are in regular touch with passengers including women passengers to enhance security of passengers and to address their security concern.
- Drives are conducted from time to time against the entry of unauthorized persons in trains and railway premises.
- Regular coordination is made with the State Police/GRP authorities at all levels for prevention of crime, registration of cases, their investigation and maintenance of law & order in Railway premises as well as on running trains.
Consequential train accidents have come down from 104 in 2016-17 to 73 in 2017-18.
There are few basic measures can be followed to make Indian railways safer for women. First, impose rule for deployment of female railway guards at every Indian railway station. Further, reserve atleast 1–2 cart for them. Women helpline support system should be 24*7 active and helpful. These changes can make a great impact.

- Tracks Improvement :-Railway tracks are replaced through track renewal works which is an ongoing process. Track renewal works are undertaken as and when stretch of track becomes due for renewal on the basis of criteria laid down in Indian Railway Permanent Way Manual on age cum condition basis viz. traffic carried in terms of gross million tonnes & incidence of rail fracture/failure, wear of rails, and maintainability of track as per standards etc.
- improving Signaling: It mainly includes complete track circulation,Axle Counter for Automatic clearance of Block Section (BPAC) to ensure complete arrival of train before granting line clear and to reduce human element have been provided on 4935 block sections. TPWS and TCAS are part of it.
- UMLC (unmanned level crossings):Topmost priority for eliminating UMLC gates in a time bound manner up to December 2018 and deployment of Gate Mitra for the interim period.

They Installed the dustbins on the interconnections of the train as in other trains also.

Online apps such as himmat app of delhi police which is used when any cab driver took another route or misbehave, a woman can directly contact to this app and her location would be track and police will arrive at an earliest.
Moreover in railways there are certain laws such as if a women travel without ticket at night no one will ask her to deboard, she have to give some fine and continue journey, moreover there are certain apps to called rpf in the train.
Moreover government are giving training to some women who volunteers themselves to accompany a girl and drop her to home especially at night time.
This is all i remember but there are more initiatives, the only challenge is lack of awareness.

In fact, the twitter handle Ministry of Railways (@RailMinIndia) is buzzing and live for any complaints and suggestions.
There has been a huge rise in solo backpackers travelling across India and a good chunk of them are female travelers. This is surely a sign of women feeling safe and comfortable while travelling across India.

In the end it comes down to being alert and knowing your surroundings. Each person has to take care of their own belongings and be safe.

There were some 20–25 coaches being converted to isolation coaches. The changes being done are:
- The coaches are selected which are 20–25 years old. They will be condemned after they are used as isolation coaches.
- The sleeper coaches are selected for conversion.
- Middle births are removed from all the compartments.
- Separate dustbins are provided in all the compartments. A compartment in sleeper coach meant those 6 + 2 seats.

- One of the toilet is converted into bathroom with shower in each coach.
- As you can see in the figure also that thick mosquito net is screwed in the windows.

Indian Railway is very proactive in fighting against COVID-19 virus. There are so many other initiatives Indian Railways is taking to fight COVID-19.
Steps taken earlier/to be taken :
- Slowly, IR, is replacing ICF coaches (ICF Bogie - Wikipedia) to LHB (Train Stuff in India). This is gonna take some 10–15 years more to replace all the remaining ICF coaches. This certainly helps in reducing casualties in rail accidents.
- Recently, a team of Japanese engineers is going to visit IR. (Japanese railway safety experts team on India visit )
- Trains like Humsafar express have CCTV surveillance and smoke alarm system in coaches. (Humsafar Express - Wikipedia )
- Railways is slowly eliminating Level (railway) crossing at populated roads, by making either unde

These are some steps taken by Indian Railways to improve the safety. Maybe there are more steps taken. These are what I remember.However, their sufficiency and efficiency is a topic of debate.
