That’s not a very likely scenario. Why?
How are you supposed to “ban” outsourcing? Can you imagine some kind of an anti-outsourcing law?
Not just US government, but any government in the world has the right to protect the national economy. One of the most sensitive questions for any national economy is to keep the high employment rate. The government can appeal or come up with a list of recommendations for the businesses to follow. That’s all.
Any kinds of business- or economy-related bans just don’t go hand-in-hand with the basic democratic principles.
Some autocracy or dictatorship can limit the use of the Internet, including the outsourcing, but for the Western democracies that’s simply unimaginable.
You are free to feel this way or another about outsourcing. You are also absolutely free to outsource or not to outsource at all. All of these are totally legit business choices.
I’m afraid that in a hypothetical situation the US economy without outsourcing will lose its leadership role and competitive edge. Even if we get back all those outsourced jobs back home, what will we achieve in the long run?
You will have millions of jobs (probably) that will become available for the US workers. The trouble is that you will have to offer higher compensations for the same type of work. We all know what will happen inevitably. The prices of services and products will skyrocket.
It just doesn’t make any business sense to even try to ban or limit outsourcing.
