After a week i got a call from the police station asking me the details of my mobile.I told the identification and they informed that they have got my mobile and they transferred my mobile to the nearby police station to my house. At first i didnt believe it but when i reached the police station they gave me back my mobile and was very friendly.

From this case you can understand the peoples mentality to crime in kerala .People were ready and asked me to complaint in police station even though it was a small case and the police actions for trying to solve the issue.This may be the reason for increasing crime rate since even small crimes which are avoided by peoples of other state are reported in kerala by people.

The highest crime rate shown in Kerala is a positive thing!

Trust me, I am a Keralite and I live near Kochi -- the city with the highest crime rate in the country. But I am not afraid. I rather feel safe and secure.

The crime rate is the number of registered crimes for every 100,000 people. It counts every crime from stealing a pen to missing mobile phone to trespassing to keeping the sound of the music system high to murder.

Trust me, I am a Keralite and I live near Kochi -- the city with the highest crime rate in the country. But I am not afraid. I rather feel safe and secure.

The crime rate is the number of registered crimes for every 100,000 people. It counts every crime from stealing a pen to missing mobile phone to trespassing to keeping the sound of the music system high to murder.

It does not mean that high number of crimes are happening in Kerala. It rather means that large number of crimes are getting registered in Kerala. It means that people have trust in police, law and order.

The people in Kerala are more educated and empowered. As a result, most of the incidents get reported. I've seen many people seeking police -intervention in issues that will never be reported anywhere else in India.

In most states of India, police themselves refuses to register crimes so as to keep the number of crime rate low. But in Kerala, it is the direct opposite, here even the smallest cases are encouraged to be reported and registered.

The Kerala police DGP himself has made it clear that the high crime rate is not a matter of concern, but is encouraging since it shows the strength and effectiveness of Kerala police.

Kerala police is one of the most people-friendly police forces in our country. They introduced the Janmaithri policing few years back, and it removed the 'fear of police' from the people's mind.

The words of Kerala police:

Parents please do not tell your children that police will take them away if they are bad. We want them to come to us when they are scared; not to be scared of us.

For example, if the offender was riding a bike without wearing a helmet, the police official should say “Sir, Riding without a helmet is an offense and is subject to a fine. You are requested to either pay the money right now or appear in court”

Kerala police uses high-tech state of the art traffic surveillance system (big cameras with speed radars) to detect, identify, and prosecute motorists who violate speed limits on accident-prone highways.



When the system detects a speeding vehicle, the cameras will automatically capture the rear registration number plate of the vehicle and its video and still images from different angles, then it will send the information to the control room where your challan (fine) will be automatically generated. The challan will contain the photo of the vehicle from various angles. Then it will be mailed to the vehicle owners residential address. The fines range from Rs300 to Rs1000 for over speeding. The fines can be paid online or offline. Failure to pay the fines on time will result in increased fines, court hearing, license cancellation etc.


Note that this is a 2 year old speed violation notice. New ones have much more details.

Hi-tech crime enquiry cell



Since normal policemen do not understand crimes involving high-technology such as hacking they are not capable of investigating such crimes, so a new special unit was made to specifically handle such crimes.

Hi-Tech Crime Enquiry Cell is a special unit of the Kerala police for handling cyber crimes and other techno based crimes in Kerala.The most commonly reported crimes are hacking, sending of pornographic mails, distorting social network sites, sending obscene SMS /mails, cyber cheating, cyber stalking etc. I don't think such things are even reported in any other state.

South Asia's first tourist police station


A large number of tourists visit Kerala every year from various parts of India and abroad. One of the main problems that a tourist faces is “Whom to contact in the case of distress, and how to contact?”

To solve that problem and to ensure the safety of each and every tourist, Kerala police have opened the country's first police station which is exclusively for international tourists. In this system, a telephone number 9846 300 100 will be publicized, and any tourist can contact this number and seek guidance/assistance, which will be promptly provided.The tourist police station will have all facilities to assist foreign travelers, to clear their doubts on passport and visa, guidelines to lodge complaints about lost passports and to renew expired visas.

Kerala Coastal Police


Kerala have a big coastal region with lot of backwater areas, to safeguard from attacks like "26/11 Mumbai attacks," Kerala police have an exclusive coastal police force with pretty cool gadgets. (like the boats shown above and the ATV shown below.)

Apart from everything mentioned above, Kerala have its own commando force called 'Kerala Thunderbolts'. It is a newly raised 160-member elite commando force which has been formed to tackle possible terror strikes in the State.

The commandos, modeled on the National Security Guard and the Special Protection Group, have been trained in battle obstacles assault course, mob operation, jungle warfare, anti-terrorism, counter urban insurgency, unarmed combat, criminal psychology, bomb detection and disposal, disaster management, underwater and airborne operations.


Their equipment are of world standards, including tactical vests, light weight bullet jackets, tactical boots, hi-tech communication devices, satellite phones, M4 carbines, Steyr rifles, including MP5 machine guns, Glock 19 pistols, ballistic shields, tactical vehicles, Diocom sat phone, bomb robots, Tasers (electroshock weapon), stun grenades, night vision devices and specially designed helmets.


With 14 kg of weapons, ammunition, bulletproof body armour, dry rations, and communication equipment strapped to their back, the Thunderbolts can easily complete a 5-km uphill course in less than 21 minutes, scale a 26-foot wall effortlessly, and complete a 30-km cross country run in less than two hours.

Only the best of the best 18-21 year olds gets selected for this program and the recruited commandos have to undergo two year rigorous training in the following training centers

This is not same with other states. If 10 crimes happen elsewhere, perhaps y 3 are reported and 1 punished.

It is not kerala where crime rates are higher. It is elsewhere that crimes aren’t reported, or perhaps neglected in a wink!

Kerala is a state where 95 cent of crimes are being reported and punished. (hopefully!)

The death rate due to accidents in Kerala is almost identical to the national average. This strongly suggests that the increased rate of traffic crimes in Kerala is due to better enforcement than having more violations.

Not everything is rosy, of course. Reported crimes against women, children and SC/STs are unacceptably high in Kerala. But one could argue that having a more literate and politically powerful population will increase the reporting of such crimes and it is not straightforward to compare those between states. But the bottomline is clear: The gruesome crimes happen much less in Kerala compared to the rest of the country. If protecting your life and property is what you want from a low crime rate, Kerala is already a good place.

Kerala is a safer place and the people are well educated and highly accommodating. The only constraint could be language and food.

Someone parked a scooter inside a friend’s home premises day before yesterday. Since it was never informed to us, we could not trace out neither the vehicle nor its owner. Waited for a day to check if anyone is coming and nobody turned up.

Yesterday night we reported it to Police Station and in 20 minutes time, the SI with his Team reached home. They noted details of the vehicle and took it under their custody.

This particular incident might sound silly, but wish to share a few positive takeaways from this episode:

1. The SI was accessible over phone and we never had to visit the Police Station or register a complaint.

2. The Officer sounded polite during the tele conversation which is really surprising especially when the call was made late in the evening.

3. The response time (less than 20mins) of the force is remarkable and encouraging.

4. The SI and his team behaved in a dignified manner when they reached my friend’s home.

5. The case was attended professionally and the site was cleared in half an hour.

Moreover the Officer was courteous enough to respond to my thank you SMS. This is the changing face of Kerala Police and we need more such people here.

Tail piece: The highlight of this Mavelikara story is all this was done by sitting in Ernakulam which is 105 km away from home.

My friend shared it as post in Facebook too as he was very happy that his parents never had to visit the station, moving a two wheeler is difficult for old people so they were worried about what course of action to take.

Higher crime rate means that people are reporting crimes as they happen,which is actually reflection of how educated people are.

There are equal or more crimes happening in other states too but it’s sad to know that majority of these crimes go unreported.

While traveling in the Sleeper Class of Indian trains there’s a cultural shock that I faced once I cross the Southern Central zone along the route. Actually in the South the travelers only board with a reserved ticket and at some cases with a waiting list ticket and everyone respects the right a person haves to their reserved seat. But go north and people will load upon your berth cramming and squeeze you out of your seats and that too they will only be having a general compartment ticket(far economical option). Now traveling without a ticket or in the wrong compartments are offense by law but shockingly in Northern India, passengers tolerate this. Any attempts to pointing out leads to foul mouthed replies and lack of concerns. Now keep the personal discomfort and betrayal stuff aside, think in the larger picture who’s at loss because of no reporting of offenses. Indian Railways maybe?

Generally also, Kerala and it's people tend to be more law abiding, at least in public. Police in Kerala are totally approachable and even friendly. Don’t believe me, go to the place and check it out for yourself. Contrast that with some other up country states where no sane average person would think of approaching the Police unless he/ she wants a double jeopardy situation/ is naive/ very powerful- monetarily/ politically.

And recently, those trees were cut and when A burns the garbage, wind pass across the now tree-free area and blow the smoke into the other neighbor’s house (let’s call him B).

So, B talks to A about his house walls getting blackened by the smoke and asks him to find

When the police tell them this is a silly thing to go to court for they both accuse the police of siding with the other guy, they may even go on social media and post about how the police is partial or take bribe to overturn his complaint. So, instead the police does file these two FIR and move it to court. Since it is filed, in most cases it starts out as civil cases, but with the defamation case A goes on to say that B used abusive language and threat, now it is a criminal case.

Now A uses this criminal case against B to push him to withdraw his case against A. At which point shit hits the fan.

Its not that Kerala has a much higher crime rate. The people in Kerala are more educated and empowered. As a result most of the incidents get reported, even petty issues.
In a lot of places in India the police themselves are unwilling to register an FIR and actively dissuade the complainants. This is not so in Kerala (mostly).

I am a Keralite but I will try to keep the answer as unbiased as it can be. The crime rate is the measure of number of reported crimes per 1 lakh population. According to National Crime Records Bureau Kerala has a crime rate of 455.8 in 2012, the highest in the country, while my home city Kochi was given the dubious distinction of being the most 'violent' city in the country with a crime rate of over 1000.
I'm not alarmed by these statistics because crime rate as far as India is concerned is more of a positive statistic. I'm not trying to make an argument that Kerala is Crim

It is not that the crime rates are maximum in Kerela its just that maximum of the crime cases are registered. The two are not the same. Since more of the people in kerela are educated so they know the importance of judicial system(police,courts etc). There are many other places where huge crime take place within a day but none of the cases are registered, so nobody gets to know about the crime. So its not bad if more crime cases are registered because its shows that people are not ignorant rather they do take their job seriously

First of all I would like to clear the false notion of Kerala being the Crime captial of India. Kerala is not a state which is ranks first in Crime but Kerala is a state where highest number of crimes are reported. These statistics are one of the fundamental yardstick in determining if a state has healthy Law & order system in place. In Kerala people do not hesitate in reporting even the pettiest of crime and have high hope of getting their grievances redressed by an able and efficient police force.

By the Janamaithri system police station have become more accessible than before and the dreaded atmosphere in the police stations has vanished. Kerala police has an effective women’s desk which works in addressing the issues faced by women in the state.

Mobile theft is one of the most rampant crimes in the country these days. With the amount of crimes these days a mobile theft come as lowest priority. In order to tackle this menace Kerala police working in tandem with second hand mobile dealers has made a specific plan by which the stolen mobile phones find its way to its rightful owners

I am from Gujarat and staying here in Kerala for last two and a half years. I have absolutely no hesitation in saying that Kerala is a state far better than Gujarat in terms of discipline, traffic sense, safety, law and order, environmental awareness, public administration, percentage education and natural beauty.

Kerala has higher crime rate because every minor incidents is being reported to the police and the case is getting registered ,it simply shows the effectiveness of the police department in reporting and registering crimes compared to the other states.

Also if you look at the details in the link it is clearly mentioned this,

Look at the below list of countries with highest crime rate

And now look at list of countries with lowest crime rate.

You can see countries like Sweden, Denmark, Netherlands and UK have highest crime rate but these countries are widely considered as the safest countries in the world while Somalia , Iraq , Libya, Nigeria and North Korea have low crime rate. This doesn't mean there are more crimes happening in Sweden, UK, Denmark, Netherlands than Somalia or Iraq. It just means more crimes are being reported in those countries.

To give a clearer picture

People in states like Karnataka, Kerala, Tamil Nadu are more educated and empowered. As a result, most of the incidents get reported. Even the smallest cases are encouraged to be reported and registered. So higher crime rate is a good thing , It shows how much people trust the police and justice system. it shows the strength and effectiveness of State Police .

Over half of the crimes reported are traffic violations. Safest places will have even the most trivial crimes reported.

Literacy is only related to ability for written communication. There is some thing called social code of conduct. This hss to come from peers at home, elders, the extended society and governance. Unfortunately Kerala is a competing tribal society with religious, caste and political divides. The leaders of the divides widh to have more followers and one natural process is procreation within the divide. The children in the lower strata lack peer guidance and they are easily drawn to criminal activities.

If your question is inspired by the “Vismaya case”, all that can be said is that greed is not eliminated by college education; a very different kind of education, the kind of education that neither our educational system nor our society bothers about, is what is necessary to eliminate such instances.

  3. More intellectual, more crookedness. Keralites think of innovative ways to do the crime. They also do research in escape from the eyes of legal system. Two intellectual criminals who are still not caught by police even after 25 years-Mr. Sukumara kuruppu and Dr. Omana.
  4. Atheism or no God(no fear of God also) is dominating many young minds. Religions fail to do the purpose. Left ideology cater the atheistic feelings and young men become a prey to ‘instant lives’. They never afraid of an ‘after life’ and indulge in crimes with out any guilty feeling.
  5. Jihadism or extreme fanaticism on rage and do all sort of dubious actions to materialize their religious state. All sort of funding is permitted to full fill their dream. Followers can find wealth by any treacherous way and they obtain heaven if they contribute a portion to community progress. Such ideologies fueling crime rates in Kerala.

While that is the ground reality, the people are educated (in terms of basic education as well as degrees), and they report most crimes…much more than in any other Indian state.

A high crime rate, in this particular case, is an upward social indicator, rather than a negative marker. While I was in Ghaziabad in UP, two goondas were murdered by the police in retaliation to the murder of a police constable. A similar thing happened during my short stay in Imphal, Manip

While that is the ground reality, the people are educated (in terms of basic education as well as degrees), and they report most crimes…much more than in any other Indian state.

A high crime rate, in this particular case, is an upward social indicator, rather than a negative marker. While I was in Ghaziabad in UP, two goondas were murdered by the police in retaliation to the murder of a police constable. A similar thing happened during my short stay in Imphal, Manipur, where the reverse took place: the police cracked down on separatist militants, and the militants hit back by murdering the police SP who was responsible for the operation.

These sort of things happen in states which have a “crime rate” lower than Kerala’s… Such things are inconceivable in our state. It seems that killing, and getting killed, is seen as natural in places where literacy rate is lower. This might be due to lack of awareness of a judicial system which is in place. I would just say that such places are less civilized (in the sense that there is no rule of law).
