You can live quite good in Romania (Eastern Europe) for under $1000/month (the average salary is about $575/month - but in some small cities it's even lower).
The real estate prices has dropped dramatically as well, thanks to the global crisis, so you can buy a cheaper home/apartment/land.
Rent in the capital Bucharest can be around $200-$500/month ($500 in a quite good place and neighborhood).
People are friendly towards foreigners, many know basic English (I have some American friends living in my small, native town since 10 years ago without a problem).
