I am Moroccan so basically corruption is part of our daily life there. Just an example if you need a birth certificate, you can do it the regular way through the Moroccan administration by applying for it in person and wait a week, or you can bribe a guy there for 20DH or 50 DH (Between $2 and 5$) and get in the same hour. Same for your driving licence I heard some people got it delivered directly to their home without passing the test, and this is our daily life in Morocco. Of course if you need to do some sort of business there, and let's say you need a licence or a building authorisation, same principle go through the normal route or take a short cut. The problem in Morocco is that corruption is the heart of the 'Makhzen', this is how we call the Governing institution "centred around the king and consisting of royal notables, top-ranking military personnel, security service bosses,civil servants and other well-connected members of the establishment" (Definition from Wkipedia). Wikileaks made public some documents sent from the US ambassador in Morocco to the US talking about this corruption at the highest level of the Royal state : WikiLeaks cables accuse Moroccan royals of corruption. Another facet of this corruption is the environmental corruption around the access to quarries, fishing licences, and licences to build in protected area or forests, I think You get my point, The state is trying to show that they are fighting this corruption but ironically the state and the royal Family are at the heart of the biggest corruption scandals.
